Move non-compat Gnus functions to gnus-util.el

* lisp/gnus/gnus-util.el (gnus-remove-image, gnus-put-image)
(gnus-create-image, gnus-image-type-available-p): Move here
from gnus-ems.el, since these aren't compat functions.
